My apologies for the time it took for this response but it did require quite some research! The hardware and driver must both support monitoring mode in order to actually even attempt your request.  The Wifi dongle on the RPi2 does not support this mode so in the case of the RPi2, the answer is No ( the RPi3 is still in development so I can't answer for that yet).

The most basic answer is that you will need to work with the hardware manufacturer of your wifi silicon to ensure it supports Monitor Mode and that they provide a driver that implements that feature.
