I'm building an environment based on Windows 10 IoT Enterprise LTSC.

There is a Evaluation VM of Windows 10 Enterprise valid before 06/5/19 you can use for shot-term.

For purchase a license you can try to consult the distributor of Windows 10 IoT Enterprise.
