I have Windows 10 IoT Enterprise LTSC 2016 running on Intel based processor with some custom application and i want  to update it to Windows 10 IoT Enterprise LTSC 2019.

Can someone please guide me how to update or point me to source where i can find the information.

P.S. i am  very new to Windows 10 IoT Enterprise LTSC

You should reach out to a Microsoft distributor to get the specific details on OS upgrade. Right now there is no update from 2016 to 2019 so you will have to reinstall the whole OS. Enterprise LTSC 2019 requires a new run time key and new stickers. 

The application and drivers should work on 2019 with no changes.
