I've found numerous threads discussing challenges in finding the download. No solutions that I can see.
Does anyone know where it can be obtained/licensed? Is it restricted to OEMs or can MSDN/MSAP subscribers also get it?

Windows IOT Enterprise is equivalent to Windows 10 Enterprise so you can turn on Embedded Mode to get the embedded feature set.
