I am R&D manager of a medical device manufacturer. We are using xp embedded standard 2009 on our devices. But we will change OS to Windows 10 iot enterprise configured with Shell launcher. I have a question about licence activation. Devices have no internet connection. Is it necessary to activate Windows. Can i use on deferred state. It is too hard for us to licencing all devices because devices are configured with Shell launcher and a Custom Shell opens on startup.

Alternatively, Windows 10 IoT offers a third option, allowing devices not connected to the Internet to remain in a deferred activation state. This option is new to Windows 10 IoT Enterprise.
