I am receiving the following error when trying to upload a simple standalone (no install) application (run through 50kb .exe). It doesn't require any special permissions and it's a simple offline application.

There are a few things that need to be clear.

From your words, you said you are not using Desktop Bridge. But the video you are following is using desktop bridge to package the app in the Visual Studio. This is one of the ways for packaging Desktop Bridge apps. This the document: Package an app by using Visual Studio (Desktop Bridge).

If your app is a converted app you want to upload it to the store, you need to submit this form: https://aka.ms/desktopbridgeforwindowsstore (which is mentioned in the error message). After you have passed the validation, you could upload your desktop bridge app to the store.

If your app is a UWP app and you are not using Desktop Birdge, you might need to package your app again. There are serval ways to package the UWP apps. You could refer this link: Packaging apps. You could package it via Visual Studio following Package a UWP app with Visual Studio
