I tried to update Visual Studio 2017 Enterprise edition. I got the above error, requiring that I uninstall the Visual Studio 2017.
I contacted the live chat for the installation, and they recomended I do all of the below (which I have done)
Download the latest install software (version 15.9.28307.108)
Please follow the cleanup steps and retry your VS install • See if you have this file on your machine: "%programfiles(x86)%\Microsoft Visual Studio\Installer\resources\app\layout\InstallCleanup.exe" • If so, please launch it from an admin command prompt with a -full param: "%programfiles(x86)%\Microsoft Visual Studio\Installer\resources\app\layout\InstallCleanup.exe" -full
If not, please manually delete the "%programfiles(x86)%\Microsoft Visual Studio\Installer" folder • Relaunch the newly downloaded vs_enterprise.exe (or vs_professional.exe or vs_community.exe…)
• Allow the first step to install the installer • Once the installer comes up and you can see workload choices (.net desktop and the like), close it • Go launch the same InstallCleanup.exe to clean up old build of VS • Then relaunch

UNINSTALL
1. Please navigate to C:\Program Files x86 and search for a Microsoft Visual Studio folder. Then right click and delete that folder. 2. Then remove only Visual Studio folders from these 2 locations, if they are there C:\Users\YOURPROFILENAME\AppData\Local\Microsoft C:\ProgramData\Microsoft 3. Lastly, please type regedit in the lower left search field to access the registry editor... Once it's open navigate to HKEY LOCAL MACHINE > SOFTWARE > MICROSOFT and check for a Visual Studio folder there. If you see one there, right click and delete the folder. SHIFT + SUPRIM

According to your description, you have uninstalled VS completely, am I right?
Our forum is mainly discussing with VS IDE issue, so I will help you solved this issue as soon as possible.
Firstly, I am not very clearly what do you need for this time. If you uninstalled VS successfully, you could follow the suggestion above to re-install VS through web installer or offline installer.
Before you re-install VS, please disable antivirus(AVG) and anti-malware. Visit Microsoft Update, scan your computer for available updates, and install any high-priority updates that are offered to you. Clean up the %temp% folder and Run the VS installer as administrator.
If something has unexpected error happened when you try to re-install VS, please share us the error message (screenshot is better) and help to collect installation log. Please use the Microsoft Visual Studio and .NET Framework Log Collection Tool to gather the installation logs. After using it, you will find vslogs.zip under %temp% folder. Please upload the file to https://onedrive.live.com/ and share the link here.
