Thank you for posting in MSDN forum.

To have a better understanding of this question, could you please express why you need to move these two packages?

Usually, under path:  C:\Program Files (x86)\Microsoft Visual Studio , it contains most Visual Studio related packages. If you move it to another drive, it could cause the VS couldn't running properly, The reason it requires space on the System drive is because it needs to install system components.
