So I upgraded from TFS 2015 to TFS 2017 U1 yesterday, and everything seems to be fine except that for some reason the "Users" tab in the Collection settings is blank.  I first noticed this when I went to the Packages tab, which told me I wasn't allowed to use it and had a link to the users tab, which when I went there, nothing was displayed.  I eventually figured out that if I went to the Server Settings -> Access Levels I could add users to the VS Enterprise level and get package management to work.  However, the Users tab is still empty when I go to it.

I'm not sure what this tab is for, but it concerns me that its there for a reason and shouldn't be empty.

If you add a user to "VS Enterprise" access level, it will added to each collections' User page automatically. And this account couldn't be unassigned.
