I am currently running MS Office Professional 2010 (single-user) on my laptop with Windows 8.  My coworker purchased MS Project Standard 2013, and he was informed by MS support that both he and I could install Project on our respective machines at the same time.

As far as I know, there are no major issues with running Project 2013 and Office 2010. Don't know about Windows 8, that's an animal all its own. With regard to multiple installs of Project, or any application for that matter, a single license is good for installing on a single computer. I haven't read the user license agreement for Project 2013 but as I recall previous versions allow a single user to install an application on a desktop and laptop, owned by one individual. That could be what MS support was referring to when asked about two computers at the same time.
