Do you mean the Designer view for the xx.aspx and xx.html page? I suppose the application type is ASP.NET web application and I tried to create one in my VS community 2017, open one xx.aspx and I can set and display the designer view like the following:

For the xx.html page, the default HTML editor does not have a design view, we can right click and choose ‘View in Browser (xxxx)’ to preview it, we can also try to follow this and set the default editor to the Web forms editor which does have a design view as above, then it can have the Design, Split and Source view as below:

1. Right click any HTML file in the Solution Explorer in Visual Studio and click on Open with
2. Select the HTML (web forms) editor
3. Click on Set as default
4. Click on the OK button
