We've recently upgraded our on-premises instance of TFS to 2017 Update 1 and since the upgrade we are no longer able to create new machine groups.

The + sign that is used to create machine groups is disabled for all user levels.

我们可以编辑和删除现有组，但是不创造新的。

We are able to edit and delete existing groups, but not create new ones.

Did anyone come across this issue before? We are transitioning away from machine groups but still have to rely on this for a few weeks until the transition is complete...

Did you get some error message when you click "+" to create the machine group, or the "+" sign is miss? Did this issue also happen to collection administrators or project administrators? I suggest that you could try to add the users to Project administrators and check the result again. Or you could create a new collection and a team project, then check if this issue happen to the new team project.
