I would like to know if 'Visual Studio Express 2017 Desktop' can be used for commercial purposes. Main usage would be for testing web and windows application.

Refer to the express download page , it recommends downloading VS community 2017 instead the express version.

Back to your original question, it depends on the number of VS 2017 users:

If you are not an enterprise (defined below), then up to 5 of your individual users can use visual studio community concurrently to develop and test your applications.

An "enterprise" is any organization and its affiliates who collectively have either (a) more than 250 PCs or users or (b) one million U.S. dollars (or the equivalent in other currencies) in annual revenues, and "affiliates" means those entities that control (via majority ownership), are controlled by, or are under common control with an organization.

If you are in an organization, and your company meets the requirement, visual studio community can be used for the remaining 4 developers.
