Thank you for posting here.

Could you please tell us which content are for Front and which for End?

In TFS, create a TFS group and add those users for Front department into this group. https://msdn.microsoft.com/en-us/library/ms253134%28v=vs.100%29.aspx?f=255&MSPPError=-2147217396

Maybe in your TFS, some source files are for Front and some for End, and if you don't want the Front to see those files for End. You could deny the permission of those files for Front. Click the "..." icon of the folder that you don't want the Front see-->choose Security-->Add the TFS group you created-->set this group's Read permission to deny.
