I'm running Visual Studio 2017 as my development tool.  The database is SQL 2008 R2.  I have old SSIS packages that need to change, but I can't edit them.  Even attempting an older version of VS was still too new and incompatible with what was used to build the dtsx package.

At this point, I'm just throwing in the towel and will develop new SSIS packages using VS 2017 to replace the functionality of the few old packages.  Is there a stand alone BIDS program to write the package?  I've been struggling with SSDT installation and all of the prerequisites to get VS 2017 to build the code and I'm not sure this will allow me to design & build SSIS or not.  Any suggestions?
