Can someone point me in the right direction in who to contact for resetting the activation on my Expression Studio 4 ultimate from MSDN.  My computer died and I went to install Expression Studio 4 on my new machine and it says all activations have been used.

When you say tech support, do you mean some local dealer? Or do you mean MSDN tech support? MSDN tech support should be able to reset it for you. If not use the trial (won't expire for 60 days or maybe that's 90 days not sure). And meanwhile get this activation resolved.
