I have some problems with project server permissions. Some of project sites, stop inherriting permissions suddenly and they need system admin to open sites and choose "inherrite permisions".

Go to PWA "Server Settings -> Project Site Provisioning Settings" and then on the "Project Site Permissions" disable the:
