There are no independent permissions for work item creation and work item edit, they are both included in the permission "Edit work items in this node", you could find the permission in: Control Panel(project level)

>>Areas>>Security>>Edit work items in this node, the user cannot edit,create,delete work items in the area without the permission.

Could you please why did you not want the user create query? There is no permission for the query, all users could create query. The user cannot see queries of other people and show his query to others, unless he add the query to shared queries. And if a user want to save his query to share query, he need to be a team administrator, a member of the Project Administrators Group or the Contribute permissions on the folder set to Allow.
