The user who has the permission "Edit Work Items in this node" in the area security could create work items in the area. You could set it in: Areas>>Right click the Area>>Security>>Add the users and set allow for the "Edit Work Items in this node":

用户只有权限无法访问源控件或项目，但他仍然可以通过以下命令创建工作项：

The user only have the permission can not access the source control or the project, but he still could create the work item by the following command:

tfpt workitem / collection：http ：// XXXXX：8080 / tfs / Test / new ProjectName \WIT / fields：Title = Testing
