i have issue with C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKey

i try to give spadmin and sp_farm full control also not applicable and give me access denied to add this permission

Are you denied access due to the "keyset does not exist" can you find that in the ULS log? in this case you will not work even if you are farm admin access .
