I want to purchase blend,but know I will be buying a new computer in the next 12 months.  Does Microsoft allow you to transfer blend to a new machine?  I had some trouble with that task and Windows in the past--

Yes, it's fine.  I have Blend on a couple of machines.  As long as you're the only one using it and you are on one at a time (i.e. work PC and personal laptop), it's allowed by the EULA.  Now Windows is a different story, and moving a license from one machine to another is sketchy.  For OEM licenses, you may not transfer it.  For retail (boxed) licenses, you may transfer to another machine when you decommission the previous one.
