Migrating my Visual studio 2010 projects to VS 2015 caused many problems:
1. My previous VS2010 used Crystal Report Engine for VS 2010.
2. I want to try to replicate this in VS2015 but unable because no Add STS Reference.

It looks like the title not match the description, do you want to download the VS 2010 express? If so, please access this VS older versions and scroll down, click the ‘Download’ button beside Visual Studio 2010 and Other Products, sign in with your Microsoft account and join the Dev Essential (free), you will be redirected to the following page and click ‘Download’ button to download it:
As far as I know, the Identity and Access Tool includes the STS and this tool works with VS 2012, not support the later VS version like VS 2013/2015/2017, please check the following similar issues:
No "Add STS Reference" option or "Identity and Access": The former Identity and Access tools are now built in to ASP.NET Web Tools for Visual Studio. You will find the authentication options dialog on the ASP.NET Web Application project template
Identity and Access tool for Visual Studio 2013: In Visual Studio 2013 Microsoft added support for claims-based identity directly into the ASP.NET project creation experience, hence there are no plans of porting the Identity and Access tool to VS2013.
