We've got the Visual Studio 2017 Build Tools installed on a build server but we also require the Visual Studio unit testing header files (and test binaries I believe) to be on that machine in order for some of our C++ unit tests to pass. Is there a way to specify those files be installed through the VS 2017 installer?

I am contacting internally the VS team to see why Build Tools 2017 do not include the folder C:\Program Files (x86)\Microsoft Visual Studio\2017\Community\VC\Auxiliary\VS\UnitTest that you get when installing the Community edition.
