I had set up Information Management Policy Settings on an library content type and set up workflow to run on a review date, but I'm not getting any email on the review date

Did you check the workflow history to make sure the workflow is running when the Management policy reaches the renew date?  The problem may be with the workflow in general and not just the email step.
