The FileOpenPicker gives the user the ability to choose and open files on the device. With the FileOpenPicker your users should be able to access files from various known folder libraries like Pictures, Music, Videos, Documents, Downloads & Ringtones.

So if the file created with OneNote is saved in one of these folders, the user shouldn't have any issues getting the file to open it. Unless you have specified a filetypefilter which doesn't include the file type you are trying to open.
