Welcome to the MSDN forum.

Refer to your description, I can reproduce this issue on my VS 2017 15.2 (26430.16) as yours.

Research around, I found some other community members already reported this issue to the VS Product Team, please check this: The data necessary to complete this operation is not yet available. (Exception from HRESULT: 0x8000000A) and its status is ‘Under Investigation’, looks like the VS Product Team already working on it, you can vote it or add your personal comment, then you will get the notification if there have any updates, sorry for this inconvenience.

Meanwhile, I found if you add another new Windows Form item, it works fine like the following, you can have a try with this workaround before this issue be fixed, thank you for your understanding.
