Hi,

Can’t activate publishing feature on communication site currently, you may vote for below user voice.

https://sharepoint.uservoice.com/forums/329214-sites-and-collaboration/suggestions/20386102-in-spo-enable-the-option-of-activating-sp-publish

With publishing feature, you create publishing page with OOB page layouts, you could create custom page layouts with this feature also.
