As we know, the .Net Framework 3.5 (contain .Net Framework 2.0) is pre-installed in Win 10, so it is as a part of system files. Please run the System File Checker tool , then go to Control Panel\Programs\Programs and Features to turn on .Net Framework 3.5 feature.
