I have had this issue several times.  I could not find another forum that covers this issue.

PROBLEM:  If you delete all iterations or Parameter values from a test case, it saves and looks fine in Test Manager, Visual Studio, and even the Web Portal.  But if you run the test from the Web Portal, an additional iteration is included in the Web Portal Test Runner.  The test runner actual says Test 1 of 1, but it acts like there are two iterations and you must pass or fail the second iteration or the whole test fails.

According to the description, I tested it in my side with TFS2015 Update3. But I can't reproduce your issue, if I delete the parameters in my test case, only one iteration will be included in my test run.
