我的mashine上安装了Windows XP SP3，安装了Visual C ++ 2010 Express（以及修补程序KB {2635973,2565057,2542054}。 

I have the Windows XP SP3 on my mashine, with Visual C++ 2010 Express installed (plus hotfixes KB{2635973, 2565057, 2542054}.

I am able to start the Visual  Studio Command Prompt (2010) but can´t start the Microsoft Visual C++ 2010 Express (IDE). Every time I try it, I get "Cannot find one or more components. Please, reinstall the application".

First consideration: Did you have Administrator privileges
when you installed VC++ 2010? You must *install* it with
Admin privileges. You probably won't need them to run it
after it's installed. See:
