I have a new clean Windows 8.1 Pro VM under VMware (9.0)

Just to clarify the situation: Are you unable to debug or run the emulator at all? I assume the second.

Running the Hyper-V based Windows Phone emulator in an already emulated environment (like, in your situation VMware) is still experimental; I managed to get it running on Parallels Desktop 8 on OS X but I also had to mess with the Windows Phone emulator image's CPU config, decreasing the number of logical cores down to 1. Ever since, it has worked flawlessly. Note that any change of this sort is unsupported (as in undocumented) as it basically bypasses the Windows Phone hardware specifications.

Pay close attention to the wording. I had to modify the Windows Phone emulator's number of CPU cores (in the Hyper-V settings, inside the emulated Windows 8), NOT the primary virtualization environment (in my case Parallels Desktop). You should try that.
