How can I launch an UI on the prelogon screen? (the screen where you see your username/password before you enter Windows desktop)

I already have a Service which launches notepad.exe(as an example). However, I need help on making the .exe popup on the login screen.

You can NOT simply "launch" an UI (or exe) on the Logon screen.
