Please have a try with the following steps to Check if the Installer Service is running:

1. Click Start, type Services.msc and press {ENTER}
2. Find Windows Installer service, change Startup type to "Disabled", click OK, and restart your computer.
3. After restarting pc, double-click Windows Installer
4. Set the Startup type of Windows Installer to Manual
5. Click Start to start the service.
6. Click OK.
