I teach VB at the University.  They changed to VB 2017 and I am seeking a free download so that the students can have it on their home computers.

I downloaded Visual Studio Community,  When I choose "New Project" in VB, I do not get a form to use.  I do not see how to create one.  It used to be automatic.  I do not even see an option to add a second once I get one.

I downloaded Visual Studio Community,  When I choose "New Project" in VB, I do not get a form to use.  I do not see how to create one.

You can't choose 'New Project'.  You might be choosing one of the templates listed below "New Project".  What is that template?  If it's not a Windows Forms App then you need to open the templates list, and search for a Windows Forms template.

Or, if you are choosing "Create new project" then you will get a list of available templates.  You need to select a Windows Forms App from within the Visual Basic tab.
