We can use PowerShell in SP Online, however, the article you mentioned is for SP 2010 and SP 2013, the script does not work for SP Online.

I do not find any article talking about using script to find out what terms are used in SP Online, maybe search is a great way to get the information in SP Online. You need to ensure the columns have been promoted to managed properties so that search can index the metadata values.
