Since July 17 CU of SP2013 I'm not able to create a new web application by user interface (Central Administration).
I thought that with a new CU patch this error will disappear, but nothing occurs, I'm still having it.

Has anyone the same problem? I can't believe that there's no information about it! I'm not able to solve it... :'(
