This is *not* an official answer, but for my app I created a new mobile key and used the domain for my app (though I haven't launched it yet) as the web site. I think it's more about letting Bing know where they can find out more about your app or service. The terms and conditions read like mobile apps have unlimited used for free, but again, consult the fine print and maybe contact them through the e-mail address for support if you have specific questions. In the reports my mobile use shows up as "billable requests", but there is no billing afaik.
