I need complete the migration of our server to sharepoint 2013. Al data a nd site actually work on SharePoint 2013 but when I try to make a visual update of site based on template "SURESTEPPORTALSITEDEF#0" I get the error

You need to fix the following problem(s) before upgrading:   
Missing Site Templates

The following sites are using templates that are not yet supported after upgrade:
• <SITE FULL URL> - SURESTEPPORTALSITEDEF#0
Sites that rely on these templates cannot be upgraded at this time, preventing upgrade of this site collection.

Based on the name, that is a custom site definition either added by a custom solution or some third party application.  You'l need to find the site definition on the 2010 server, upgrade it to support 2013, and install it on the 2013 server.  Here's an article on how to upgrade a custom site definition.
