You can address this by Azure VM custom extension which will run your specified PowerShell script after a VM is deployed. What you need to do is then automate your requirements with PowerShell, followed by specifying it as a custom extension in your deployment script. Or you can interactively specify the script during deploying an Azure VM from Gallery with Azure Management Deployment Portal as shown below. HTH.
