I am trying to build a ARM template with dynamic sizing of VM , instead of static entries in "allowedValues".

As far as I understand, there is no built in template function/functionality that would allow you to accomplish this.

You would need to populate the allowedValues entries in the template prior to deploying it (e.g. via a script)
