Just trying to figure out how can i resolve dns queries for paas that is on vnets that are not peered together? how would these resolve dns name resolution?e.g. VNET 1 and VNET 2 are not peered but need DNS to resolve between these 2 vnets.

Can you explain your scenario in more detail / specifics? For example, you mention DNS between VNets, which suggests, IaaS, and yet you also mention PaaS.  Also, why do you need DNS between VNets, if the VNets aren't peered?

There are two ways to achieve DNS between VNets

VMs can register automatically using Dynamic DNS (DDNS) but setting the DNS suffix on the VMs requires a custom script on the VMs

 - Use the Azure DNS private zones (preview) feature. Only one VNet can register VMs automatically, the other will need to manually register (at this time). Both can then use the private zone for DNS lookups across both VNets. It doesn't require the VNets to be peered.
