Hi, I know this isn't specifically a dev question, but I am unable to install VS 2013 because I am also not able to run the Windows 8.1 update (http://windows.microsoft.com/en-nz/windows-8/download-preview)

The Visual Studio Express 2013 Preview for Windows is for developing Store Applications for Windows 8.1. Consequently, there are dependencies on the Windows 8.1 Preview.

If you are looking to just target the desktop, the VS 2013 Preview for Windows Desktop SKU should work for you, or possibly one of the non-Express SKUs.
