I have created a list workflow but it does not run when a user create a list item. The Workflow should be started manually and automatically when an item is created or modified.

All users should be able to edit the list and the Workflow should be started automatically. The accesses are set like this: 
- The users have edit permission to the list, but not to the entire site. 
- The users also have edit permission to the associated Task List and History List.

The Workflow does not start for the regular users, just for those who have edit permission to the entire site.

What can I do to make this work without giving the users edit permission to the entire site?
