I have 2 users with 8.1 that are unable to load a pdf file into a webbrowser

WebBrowser.Navigate("C:\Test.pdf")

I even had them download and install vbExpress 2010 which i then logged into there pc with teamviewer, created a new project and added a WB and ran the code and it still didnt work.

I also got them to download foxit prdf reader and made that the default program for opening pdf files and still no luck.

Also updated there pc with windows update hoping that was all that was need and still will not open the pdf, it opens outside the project and producing the error, navigation cancelled...
