If a VM having issues after migrated to Managed Disk, can we restore or connect the old Blobs to the VM from the Restore Point taken when the VM still running in Unmanaged Disk?

As long as you have the Unmanaged disk saved to Azure blob storage, then you can attach that disk to your Virtual Machine. This can be done using the 'az vm unmanaged-disk attach' CLI command.
