Having had the same problem (XP PRO, SP2, NORTON 360) the only way I could get out was to uninstall the product and service. Make sure the installed software was actally removed, and the download folder (windows\softwaredistribution\download\4e58aceaf8d80a1c656c505c013bd544\fssclient.cab). The software seems to have come with an automatic MS update part of Windows Live.
