I recently inherited support of SharePoint Online Tenant. Some of the sites were migrated from SharePoint 2010 to SharePoint Online. When I open WebTaggingDialog.aspx on any of the sites that were migrated, no Term Sets appear (see below). However, if I add a column to a list within a migrated site, I can add the managed metadata column and it does display the available Term Sets. But it I click the little tag icons, which opens the WebTaggingDialog.aspx.. no Term Sets are displayed. Furthermore, all sites within a newly created Site Collection have the Term Sets and Managed Metadata function as expected.

I have days of time invested into figuring out the problem.. it appears to me the migrate site collections are somehow corrupted.
