i have some questions about the Azure application gateway:

1. why does the Public IP associated with application gateway must be dynamic ? i would think that is should be static as it's created for the users to access the web page and should remain the same at all times.

2. is it possible to create two rules with the same listener ? or two listeners with the same port? i want to create a different pool for different paths.

is it possible to do that?

1. App gateway V2 SKU supports static public IP. However, for the v1 public IP you can have a CNAME record pointing to Azure provided DNS name (.....region.cloudapp.net) instead of A record pointing to its public IP. 

2. A listener can be bind to multiple rules. You can create 2 listener with the same port - a basic and multi site listener. However, basic one takes precedence over the multi site if basic is created first. To meet your requirement configure path based rules pointing to different backend pools for different paths.
