I'm trying to create the GPO for workplace join to automatically register devices from my Server 2k12R2, however.

I am unable to find a valid webpage that still has workplace join available, each time I'm redirected to a microsoft page with a 404. Is this software still able to be downloaded? Has it been replaced?

You have to either configure this manually or use group policies to automatically register the devices. (See the reply in Spiceworks.)

Which URL are you referring to that has the 404 error? There shouldn't be anything that needs to be downloaded.
