When you install a CU it changes the build number but when PU's are installed it doesn't change the build number(correct me if I wrong), how do i then determine what makes a farm supported?

Are PU's always cumulative, if I install November 2017 am I assured to get April 2017.

All of the CU are cumulative which means that they include the previous fixes unless explicitly called in the release notes.

PU also include the previous fixes, but to be on safe side you should check the pre-requisites before you install them in Production environment.
